Avils Consulting Ltd is an Energy and Resource Consultancy based in the South West of the UK. We provide services into the Energy Storage and Energy Resource Businesses. With years of experience in the power sector we aim to bring a professional and efficient management to all current and future projects.

Principal

Paul Craven

Paul has over 25 years’ experience in the energy and resource industry. He began his career as an energy trader for National Power in the UK. He has managed businesses in the energy and resource sector including start-up development establishing and running publicly listed entities. Considerable international experience in finance, project operations development and execution in these sectors, having spent time in Africa as well as the US, China, Australia and the Far East.

Commercial Offtake

Jon Stamp

Jon is a Senior Commercial Executive with experience at Board level of a large multinational energy company, delivering proven results in leading Commercial and Risk Management departments.
Broad experience in the energy industry having worked in the generation, retail and trading sectors and has worked in the UK, US and across the EU. He joined the industry in 1991 as a power station engineer, then moved into the commercial management of power station operations. In 2000 he led the Power Trading team of Innogy (formerly National Power) before moving to the US for two years to work as a wholesale originator.

He returned to the UK and in 2004 joined the Retail business of npower as Head of Portfolio Management. Acting later as Director of Retail Energy Management for npower until March 2017 with responsibility for managing commercial risks across the entire business, working with the wider RWE/Innogy group across the EU and was a member of the npower Executive Committee.
Since leaving npower he has worked as a freelance consultant in the energy industry and over the last three years has supported a number of energy companies in risk management and in general commercial management of their businesses. Clients have included generators, renewables developers, trading companies and suppliers in the UK and overseas.

Engineering

Dave Carlton

Dave is a professional, experienced, and versatile Project and Programme Leader with a background in the UK energy industry as a Line Manager, Project, and Programme Manager.  Significant client-side experience of developing and delivering energy and infrastructure related projects in the UK with some overseas and supply side experience.
He began his career in the UK power industry in 1973 in the midlands region of the CEGB and worked at many coalfired power stations until becoming a Corporate Project Engineer with National Power Generation Systems in 1995.

From 1996 to 2002 working as a Project Consultant to Scottish Power at Longannet Power Station during a period of major reorganisation. With RWE from 2002 (Innogy just prior to the RWE takeover) managed projects such as the Trading Business Integration project, Littlebrook Biomass (Palm Oil) project, development of ~4GW new build coal fired power stations at Blyth and Tilbury, and a Carbon Dioxide Capture Pilot Project at Aberthaw.  He also spent time working in Kosovo to manage repair works after a major fire, and in Sicily to close out a 15MW biomass plant project that had significant combustion issues.A Chartered Engineer, Member of the Institute of Engineering and Technology, and Member of the Association for Project Management.

Sally Barret-Williams

Sally is a qualified lawyer with over 30 years’ experience as an energy lawyer in the UK and overseas.  Previously holding senior legal posts in industry, with regulators and in private practice. She became involved in renewable energy in 2002 and co-founded the Carbon Catalysts Group, specialising in renewable energy projects. She has advised on all principal technologies and project types—solar, onshore wind, biomass, waste-to-energy, waste extraction, district heating, cogeneration, batteries—and advises across the span of the arrangements (PPAs, consents, fuel arrangements, purchasing, connections, subsidies, construction) for debt-financed and equity-financed projects.Le.

Frank Parshad

Frank is a long-term Electrical Power Industry professional with over 30 years’ experience. After graduating, worked as a Research Associate on a Science and Engineering Research Council grant in partnership with NEI Parsons, now Siemens, on the behavior of synchronous machines. This work was part of a PhD thesis by research. Joined the CEGB in 1988 and successor companies up to RWE in 2014.  His accomplishments included the siting, design and operations of large thermal power stations in the UK, USA and Australia, with special emphasis on the electrical systems connections and technical specifications. This was particularly important as the dynamic Economic and technical performance was critical to the optimization of fuel supplies, cooling requirements and ultimately the commercial efficiencies associated with transmission losses and grid services provisions, frequency response and voltage regulation.

For these projects his experience is being able to identify, specify and simulate future operational scenarios and optimise the process. HE participated in the industry development of the main Transmission Network Use of System Charging (TNUoS) in the UK, which is currently in use. A particular highlight involved the siting and optimal design of RWE major CCGTs at Pembroke (2000MW) and Staythorpe (1800MW) at a time when the GB system saw a large amount of new renewable generation in Scotland and offshore wind in the North Sea.  Now actively involved in the efficient siting and design issues for siting renewable and storage plant at distribution voltages to gain further efficiencies in time-of-use, minimising electrical losses.

Joe is a BA graduate of Sheffield Hallam University in International Business with experience in business development as both a team member and as a team leader. Acting as planner, co-ordinator and business development.

David Tolley



David is a Chartered Electrical Engineer with an interest in the economics of electricity supply. His career has been predominantly in the electricity supply industry where he held senior management and directorial positions in generation, distribution, and supply for over 20 years. Since leaving salaried employment 20 years ago he has worked as an energy consultant advising larger companies within the GB industry, and the regulatory authorities in the UK and Ireland.
